Background

The Civilian Interference Report is utilized for situations when a transient object is discovered by a civilian before the Field Recovery Technician is able to retrieve it. It documents any changes that may have been made to the object, and any anomalous behavior observed and/or committed by the civilian.

In some cases, civilians were visited for months, or even years, to ensure their safety.
